usb arcede controls

I am having trouble getting usb arcade stick to work in emulation station
I put this in command line
cd RetroPie/emulators/RetroArch/installdir/bin
then hit enter
then type ./retroarch-joyconfig
then hit enter
then when I do this
~/RetroPIe/configs/all/retroarch.cfg
I get permission denied

could you please send me the commands to get into the configuration menu

Press <F4>
(or press <ESCAPE> and select <Exit>)

Type:

cd RetroPie-Setup
sudo git pull
sudo ./retropie_setup.sh

I can get to the menu I just have trouble setting my controls to work

do I need to get the usb ipac for the arcade controls to work

i can get to the configuration menu and get the controller set up but when i go to a game the controls keep changing
