On July 30, 2025, the U.S. Executive Order “Suspending Duty-Free De Minimis Treatment For All Countries” came into effect. This removes the previous duty exemption for low-value packages and introduces new procedural requirements that are still being defined by U.S. Customs and the United States Postal Service. The neogeo.zip file should be in the neogeo folder, not the BIOS folder.
Also: when in doubt, make sure you have a working neogeo bios. For me I was convinced I had a working one but in the end I had to download a fresh one and start from htere.
