On July 30, 2025, the U.S. Executive Order “Suspending Duty-Free De Minimis Treatment For All Countries” came into effect. This removes the previous duty exemption for low-value packages and introduces new procedural requirements that are still being defined by U.S. Customs and the United States Postal Service. I have the same issue with KoF 2003 using the Libretro FBA emulator on my RPi2, even though it is the same rom version as all of the other working Neo Geo roms and the same rom works on both the Windows and Wii versions of RetroArch.
