There are separate folders for mame because the ROMs are from different romsets- you could have two two pacman ROMs where one will work on advmame and one will work on mame4all.

I don’t think there is any email list- petrockblog has a twitter account he usually announces releases on. But you could also just check the downloads page periodically or follow the source code on github:
