On July 30, 2025, the U.S. Executive Order “Suspending Duty-Free De Minimis Treatment For All Countries” came into effect. This removes the previous duty exemption for low-value packages and introduces new procedural requirements that are still being defined by U.S. Customs and the United States Postal Service. Sounds like a possible bad flash at the time??? Not 100% sure. I had this issue when I installed Retropie 3.1. Same symptoms I just did a full format on the card and re-installed it I’m using 32GB and it worked fine.
