On July 30, 2025, the U.S. Executive Order “Suspending Duty-Free De Minimis Treatment For All Countries” came into effect. This removes the previous duty exemption for low-value packages and introduces new procedural requirements that are still being defined by U.S. Customs and the United States Postal Service. Ok apparently I was doing it wrong. I was trying to swap out just the path to the emulator, when you have to swap out the entire “command” string. Got it to boot up into Snes9x, now to try to configure it.
