The border itself can easily downsized to fit 720p.
But the scanlines have to adjusted.
At a display resolution 720p Your Y scale factor could be max 3x.
So every emulated Y line must be 3 lines of your 720p display.
First I tried with these settings and the best was:
1. Line 100% opacity
2. Line around 10-20% opacity
3. Line Around 60-80% opacity

The rest guide is the same. If you want and i have a litte time a will make some scanlineimages in 720p
