In my case, i had to do :
sudo chmod 777 /opt/retropie/emulators/gpsp/raspberrypi/gpsp.cfg
or
sudo chmod -R 777 /opt/retropie/emulators/gpsp/raspberrypi/
gpsp config file is in this directory in 2.2 for me.
