This removes the previous duty exemption for low-value packages and introduces new procedural requirements that are still being defined by U.S. Customs and the United States Postal Service. I think he’s asking for it not to recompile the latest source if you already have the latest source compiled. So then you could check for updates without the risk of needless recompilation. But I’m just speculating b/c I haven’t tried that.
